Hans Asperger, the pioneer of autistic-related disorder research, has long been recognized as holding the benevolent attitude towards autistic children. However, some historians are looking into Asperger’s career, publications and archives and reexamining his doubtful collaboration with Nazism. Asperger's Children: The Origins of Autism in Nazi Vienna written by Edith Sheffer reveals how the making and evolving of psychiatric diagnoses were complicit with the categories and labels from Nazi’s political ideology. The status of Asperger, as a proper name or as an eponymous diagnoses, is still in dispute. The controversy also brings reflections on the threshold or spectrum of abnormality in our times.

Lecture Description:
The lecture is an informal discussion focused on methodology, primarily about the role of ethnography in the project "Broker & Employer Practices and Working Conditions Foreign Migrant Workers in Taiwan" (Qualitative Study- June 2019-November 2020). This project is still ongoing, in collaboration with faculty and researchers at Mahidol University/ IPSR, NCTU/ICCS and National Dongwa University, Department of Sociology. Taiwan’s formal international labor migration began in March 1989 when the government pursued fourteen large infrastructural projects like Highway 3, the MRT, which utilize the broker system to hire a majority of Thai workers, with Filipinos and Indonesians. That year Taiwan signed the Taiwan Beneficial Relations Act (1989), designating favorable import quotas for the Philippines. By 1992, the process of hiring foreign migrant workers in construction, industry, domestic caretaking, and fisheries sectors became more formalized (Chen, 2006). While after 2005, such infrastructural construction projects slowed, the demand for labor in personal care services, SME factories and both long-and short haul fisheries sectors increased. While some receiving countries like Thailand and South Korea have moved toward Government to Government direct hiring systems through MOU processes and government run migrant worker services, Taiwan continues to utilize the private broker industry (recently amended direct employer hiring), waranting more careful study of broker and employer practices.
These developments in Taiwan are rather public and can be followed in the news, but how do we study brokering as social practices. The talk will consider methodological challenges of accessing interviews with broker companies, developing trust with manpower agencies, employers, and migrant worker populations, as well as the demands of NGO/Union solidarity practices in research.

The main focus will, however, be on the Rohingya who have since 2012 left Myanmar's Rakhine State en masse. Who are they and why did they have to flee? How is the conflict in Rakhine State connected to the recent transition process in Myanmar?

Shanghai in the nineteenth century and in the first half of the twentieth century grew as the Paris of Asia. It had a long experience of multiple modernities in the form of colonialism, expansion of overseas trade, industrialisation, underworld, imperial warfare and people’s resistance to the foreign invasion. Shanghai appeared as one of the most cosmopolitan global-cosmopolitan global city. It has become the principal axis of the articulation of post-May 4thChinese modernity. The city has a special historical significance in the context of Indo-China cultural interaction. Rabindranath Tagore visitedShanghai in 1924 and 1928. Shanghai modernity attracted him. In memory of Tagore's visit to China, a bust of Tagore has been installed in a Shanghai locality where he stayed while visiting Shanghai. The paper would discuss a minor novel that portrayed Shanghai. A noted Bengali writer Bibhuti Bhusan Bandyopadhyay in the 1940s wrote a novel called MaranerDonka Baje (The Death Drum Beats)for the Bengali young adults. The novel portrayed Shanghai as two protagonists of the novel ended up their voyage in the city in the time of Sino-Japanese war. The city, as described by Bandyopadhyay had become a space that corresponded with the desire for cosmopolitan modernity, belonged to the heart of the two young Bengali educated young men. In spite of their stay in the city was infested with war-time emergency and crisis, diseased by petty crimes, prostitution and poverty, Shanghai provided them with a kind of emancipatory air, globality and youthfulness. The presentation will discuss the Shanghai Leftwing cinema of the 1930s and the Bengali novel by Bandyapadhyay side by side towards an inter-Asian understanding of the global city Shanghai.

Coterminous with US press coverage of US white “enslavement,” during the Barbary Wars, news of the slave uprisings in the French sugar colony of Saint Domingue hit the US popular press. Were the rebellious slaves in one of the most sadistic plantation slave economies justified in asserting their right to “life, liberty and the pursuit of happiness” or did they embody the worst threat to democratic rule—savage black mobs raping and murdering? This talk will explore the evolution of the Haitian Revolution and the radical press’s (in both France and the United States) response to Afro-Caribbean’s assertion to their rights to freedom, political agency and independence from French colonial rule.

Political democracy, republican governance and a commitment to human rights took form during one of the most radical periods in human history—the Age of Revolution, a time of chaos and transformation, a moment when the political world seemed remade and the promise of freedom unlimited. Today millions of stateless people roam the world from Miramar to Afghanistan, from Palestine and Syria to the Sudan and Central America. The UN Declaration of Human Rights has become a hollow promise, the cry “Never Again” a cruel mockery. How were the Age of Revolution’s brave promises of freedom and democracy, liberty and equality so brutally betrayed?

In the coming years, I would like to formulate a biotope of what I want to name a ‘caring/imaginative’ (art) practice’. How to understand art for a citizen-scene opposed to art for an art-scene, or culture-scene of a certain educational class. This formulation will, probably, be based on a mix of certain practices in South East Asia. Important for such a practice is how to speak together, how to understand its ecology and how to understand different perspectives of how people enter interactions.
There is a need for formulations how these art-practices look like to give confidence and comfort to artists searching for new articulations. It serves to inspire a younger generation growing up with something named ‘global art’. What comes along with collaborations, how to understand the effort, where to locate critique, what is materialisation, where is the audience, who is the audience.

Is same-sex marriage in Taiwan (1)

In France, the carrying of same-sex marriage has often been pictured as a progress for gays and lesbians, some people even saying that this legal advance promoting equality would be an extension of the so-called movements for « sexual freedom » in the 1970' – or even their completion.
However, a comparative analysis of these two periods (the 1970' and the present) gives prominence strong disparities in terms of demands addressed by gays and lesbians and one might consider that a radical reversal of perspective has taken place in the meantime: some sort of a care for « respectability » seems to have come to light, a complete breach, in the French context, with what the gay philosopher Guy Hocquenghem would have called, in the 1970', a « rogue » (delinquent) homosexuality.
Could some specificities of the local situation in Taiwan make that maybe same-sex marriage would be an exception to such a « normalization » of the gays and lesbians?

Europe is no exception to the contemporary closure of borders to people from the global south and east, but it is a particularly insidious example of what is going on practically world-wide in the 21st century and within the new world-configuration of powers. Migrations as an ancient human way of being, but at this time as an epochal and global issue, now define the 21st century. In a globalized world, migrations too should be apprehended globally and as a trans-national phenomenon. In the public lecture, as well as in my mini course at the International Institute for Cultural Studies (ICCS/IICS) of National Chiao Tung University, I shall raise some philosophical questions regarding the functioning of exception(s), immunisation and blind-spots within a given political context, and some political questions regarding the responsibility of Europe in this state of affairs. Postfascism and the status of tolerance in capitalism should be addressed, as well as the role of historiography and compared political economy.

In 2015–2016, 1.2 million refugees sought safety in Europe via the Balkan Route. How, in an era of securitized borders, did this unprecedented movement of people from the global south reach the global north? Ethnographic research from two post-Yugoslav nodes along the Route—Preshevë, Serbia and Ljubljana, Slovenia—offers answers that diverge from state-centric accounts, revealing that the relationships between movements, in the sense of both migration and activism, were integral to the dynamics of the Route.

Africa Rising? BRICS – Diversifying Dependency (1)

Africa is said to be rising, turning a definitive page in its history, heralding new and exciting possibilities for the continent. This discourse maintains that with upsurge in economic growth comes improved governance and endogenous dynamics; that the emerging economies, and especially the BRICS (Brazil, Russia, India China, South Africa), have been instrumental in diversifying Africa's international relations, perhaps leading to a radical change in the global order, favourable to the developing world. But to what extent is this true, and how deep and how broad has been the impact on society at large? This book takes a critical look at the prevalent Africa Rising discourse, and explores the nature and implications of Africa's "rise" and the role that the BRICS have played in it. The author argues that Africa has still to undergo any structural transformation; that there is strong evidence that deindustrialisation and jobless growth have accompanied the upsurge of interest in the continent; and that far from making a radical turn in its developmental trajectory, Africa is being pushed into the resource corner as commodity exporters, to the North (and now, the BRICS) with little scope for industrial progress or skills advancement. Hope that the BRICS might offer an alternative to the extant neoliberal order are misplaced, for the BRICS have a stake in maintaining the current global unequality. Africa must therefore fashion its own independent path - while the emerging economies will be important, relying on external actors may simply reproduce anew the current state of underdevelopment.

A helpful tradition of queer theory — from Lauren Berlant to others involved in the collective called “political emotions” — has helped us to understand sentiment as a power wielded socially and historically, in which the public is sustained and defined through shared feeling. This talk examines how sentiment is activated in the particular mode of crying in response to television programs, using recent examples from Queer Eye and the reboot of Tales of the City.

In Trump's Counter-Revolution, Mikkel Bolt Rasmussen looks behind the craziness of Donald Trump to decipher the formation of a new kind of fascism, late-capitalist fascism, that is intent on preventing any kind of real social change. Trump projects an image of America as threatened, but capable of re-creating itself as a united, white and patriarchal community: "Make America great again.” After forty years of extreme, uneven development in the US, Trump's late-capitalist fascism fuses popular culture and ultra-nationalism in an attempt to renew the old alliance between the white working class and the capitalist class, preventing the coming into being of an anti-capitalist alliance between Occupy and Black Lives Matter.

This talk inquires into questions of violence, memory, silence and memorialization with respect to a formative historical event, the Cheju Massacre or April Third (4.3 Sasam) Incident on Cheju Island in 1948 which was regarded as one of the first outbreaks of violent ideological conflict in the early Cold War. It explores the way in which the imagery of violent deaths in the family and villages during the massacres is ritually mediated through spirit possession and the re-burial rites of dead bodies that have been exhumed from mass graves sixty years after the event. In the ritual communication and public commemorations, the “ghostly” status of the massacre victims is granted new status as “the ancestor” of family and also acquired newly as “the victim” of state violence. This “ritualized hospitality” toward these new collective dead operates in variant forms of re-placing the dead victims across multiple scales of social relations involving families, local villages, the island, and finally, the South Korean state. The massacre victims shift their position from one of “nonplace” to “placed.” It was precisely due to their social alienation and historically liminal status that such nonaligned spirits served as the ideal object of ritual practices in ways that attest to a new paradigm of memory politics in which all dead are equally and permanently venerated. The talk envisages the new paradigm of memory work in the post–Cold War era.

The talk envisages the new paradigm of memory work in the post–Cold War era.

Decades of the critique of Eurocentrism and Orientalism in the social sciences have refined our understanding of the various theoretical and epistemological problems that beset the process of knowledge production. Less, however, has been achieved by way of the actual creation of alternative or decolonial options in knowledge production, owing to the persistence of intellectual imperialism and academic dependency. This presentation discusses what knowledge in the decolonial mode may look like and what factors continue to obstruct or retard the growth of alternative discourses in the social sciences.

Pierre Bourdieu's later work on the state revised Weber's notion of bureaucracy to consider the dual 'habitus' of the bureaucratic field, that is, the bureaucrat has a double moral duty, first to their specific discipline and second, to act on behalf of the whole.
The two talks position state-sponsored scientists as bureaucrats who on one hand, produce science on behalf of the whole, but also, experience 'moral fatigue' when their research products fail to achieve desired social goals.

Recent decades have seen the rise of an intense nostalgia for Shanghai’s Jazz Age history of the 1920s and 1930s, among both popular and scholarly audiences and on both sides of the Pacific. The period has often been portrayed as a golden age of economic and cultural freedom, in contrast to the stagnation said to have set in after the Communist Party took control in 1949.
講者簡介: Jake Werner (文哲凱) 博士,現為傅爾布萊特交換學者、交大社文所訪問學人,畢業於芝加哥大學歷史系,博士論文題為“The Making of Mass Society in Shanghai: The Socialist Transformation of Everyday Life, 1949–1958”。
If capitalism entails instrumental or means-ends action, and moral conduct (Kant) bequeaths the kingdom of pure ends, then what is at stake in a culture of pure means? Benjamin gives us a language and a politics of pure means in his ‘Critique of Violence’ that has been an inspiration for anarchism and Occupy. For Agamben and Hannah Arendt there is, on the one hand, the instrumental means-ends action of the oikos (economy, private) and governmentality; and, on the other, the political activity of pure means of the polis and sovereignty. Here Arendt explicitly draws on the aesthetics and technics of Kant’s thirds critique, the Critique of Judgment: on judgment’s Zweckmäßigkeit ohne Zweck, or means without ends. Kant was influenced by contemporaneous biology in which organic life is a means not to an external end but to its own thriving and surviving. Thus Kant’s third critique is based on organic life as a self-technics. Foucault also develops a technology of the self – that is neither governmentality nor sovereignty (polis) - in the construction of our subjectivities. Yet here at stake is subjectivity as a closed system. Asian thought, with its Confucian and Daoist background and its fundamental dyad, may offer a way out from this closed subjectivity. But so can today’s co-evolutionary media - in which flows of information, images, data may lead to radical opening and communicational connectivity.
